The Civil Guard captain arrested in a drug trafficking operation in 2024, Jesús Fernández Bolaño, became one more of the alleged criminal organisation with which he worked. He became an “investor” in the illicit operations, according to the summary of the case to which El Independiente has had access.

This command of the Armed Institute had been in charge of the Port of Valencia, one of the most important in Spain, for years. He worked in the Fiscal and Borders section, which is precisely in charge of monitoring what enters and what does not enter our country. In November 2024, as he did not have a fixed destination, he joined the Citizen Security Unit as a chief officer due to the damage caused by the DANA.

The investigation by Internal Affairs, the team that monitors the agents, detected that Bolaño became one more of the organization’s leadership, his role being indispensable to be able to bring large quantities of drugs.

The operation was completed in December 2024. The agents seized 1,140 kilos of cocaine with which they managed to catch part of the network. Among them was this captain of the Civil Guard, who was found about 200,000 euros in two searches of his home. Almost 90,000 were kept in the false ceiling of his kitchen, while the rest were in the bathroom.

Uniform Meetings

The summary contains countless follow-ups, photographs and conversations between the command and the alleged capo of the organization, Guillermo Toro. Bolaño attended many of the meetings, which took place in bars, restaurants and a shopping centre in Valencia. Also using official Civil Guard cars labeled.

The lawyer Francisco Galiana, who defends one of the defendants, has filed an appeal appealing the measures of recording the meetings by the Civil Guard.

Investigators believe that the agent became another “investor” in the organization. In a conversation on June 13, 2024, the head of the group tells him that  they could earn “700,000” euros each if they invested 100,000 per head. “Yes, yes. I’ll invest in you, come on, I’ll invest too,” the captain replied.

Guillermo: There we can earn 700 thousand each… let’s see, the first nothing, but in the second we invest, we invest 100,000 euros for each one, Ito, me and Jesús [they talk about another person with the same name as the commander of the Civil Guard]…

Bolaño: But why don’t you talk to Jesus too.

Guillermo: Man, of course, I Jesus get him into everything…

Bolaño: That’s it, with Jesús genial. Yes, yes. I invest in you, come on, I also invest.

William: And we won 600,000… You give it to me and you forget.

For Internal Affairs and the Anti-Drug Prosecutor’s Office, this conversation is clarifying. The agents assure that “it evidences the active participation of Jesús Fernández in criminal activities, not only as a facilitator, but as a direct investor in these operations”. “It shows that he has allocated personal economic resources to finance illicit operations.” The economic contribution “links him to a criminal continuity within the criminal organization.”

Flat racks and pools

The more than 1,100 kilos of drugs were seized in Beneixida. It was hidden among papayas. The investigation has also detected two more operations to import cocaine. They brought the farlopa in flat rack containers. This type of transport is characterized by not having side walls or a roof. The organization modified them to hide the substance inside. First they bought swimming pools that they sent to South America, and once empty they brought them back with the drugs in the double bottom.

The criminal group, according to the investigation, sent several containers. Thanks to the role of the captain of the Civil Guard, in the port of Valencia the one that was not contaminated was examined. When that one was approved, the others were not registered. The agent could see if any of them were marked from the origin, that is, if they had any warning from the authorities of the country they were leaving from. On the trip to Spain, he allegedly changed the identification plates so that an empty container would be registered. Once inside the perimeter of the port, the one with drugs was taken out.

Two functions

The Public Prosecutor’s Office points out that the captain would have two “clear and defined” functions. In addition to being an “investor”, he acted as an “informant” by reason of his profession and position. He gave instructions on how to “circumvent the controls in the Port”, and acted as a guarantee that the operations would go well.

On July 16 of last year, Bolaño had a conversation in which he showed his desire to be head of tax matters in Valencia. That would give it a “privileged position” in terms of the security it provided to the organization.

Bolaño: That is the move, if I stay, I have to stay with the coordination of all the operations, to have control of all the containers, and I am not going to do anything else inside the (…), I am simply going to put my hand in all the operations and all the containers that (…) with that is it.
